Marquee Theme, can 'scroll down' image be used as a bookmark link?

Does someone have some code to make the 'scroll down' image & text on the Marquee theme a bookmark link? It would make sense to have a user click the button and be sent via a bookmark link to the anchor of the initial page in the Index.
