Resize and center an image in an image block

I have an image that I've uploaded that for some reason uploads in an unusually large size. I can resize it, but when I go to center it, it pops back to the original size. Anyone know how to fix this? Maybe write the code? If so, I have no idea how to do that so any suggestions would be helpful.
